The number of small businesses that can afford to offer their employees and even themselves health insurance has been declining rapidly since 2001. The cost of an annual healthcare policy for a family is more than the cost of minimum wage for a year.

Employees and owners in large numbers are taking risks with their health and their families health. In many cases ultimately putting the burden for coverage on government programs and healthcare providers who are willing to serve them.
